Among them, the Peninsula 1919 Fashion Technology Industrial Park with a total investment of about 1.5 billion yuan was launched, marking that the 26 square kilometer Wusong Innovation City has entered the fast lane of planning, development, construction and other work.

Chen Jie, Secretary of Baoshan District Party Committee, pointed out that Baoshan is at an important stage of transformation and development. In the strategic positioning of "main position, main urban area and model area", Baoshan will give full play to Baoshan's comprehensive and comparative advantages and unswervingly promote transformation and high-quality development. First, strengthen confidence, improve the combat effectiveness of high-quality development, play a good "university card", and deepen school enterprise cooperation. The second is to be firm in determination and enlarge the leading force of the main force. Play a good "big enterprise" and strengthen industrial ecological construction. Third, adhere to perseverance and expand the multi-dimensional regional supply force.

In the opinion of Liu Ping, Deputy Director of the Municipal Commission of Economy and Information Technology, Baoshan needs to seize the breakthrough point of technological innovation leading regional transformation, and build the core engine of "North Transformation" with scientific and technological strength. At the event site, Gao Yiyi, deputy secretary of Baoshan District Committee and head of the district, awarded 14 district level characteristic industrial parks, and all parties joined hands to accelerate the construction of scientific and technological innovation clusters. The Peninsula 1919 Fashion Technology Industrial Park, located on the north bank of Wusong River, was rebuilt from the original No. 8 Cotton Factory.

At the peak of textile industry, the 8th Cotton Mill had tens of thousands of employees, and was one of the largest textile mills in Shanghai at that time.

In the 1990s, the traditional textile industry gradually withdrew from the historical stage. In order to reap long-term benefits, the parties decided to retain the factory and build a cultural and creative park. Due to the large reconstruction area, the park is divided into two parts, and the first phase of the start-up project focuses on the west area. After years of operation, the park has gradually gathered artists' resident studios represented by Hongfang Art Design Center.

The eastern area launched this time is positioned at the industrial highland of "fashion+technology". It is mainly to build a multi-functional sci-tech innovation comprehensive park, such as scientific research headquarters office, standard office, and living facilities. It will integrate four major functions, including fashion industry venture capital services, research and development of new textile materials, smart supply chain technology, and new technology for fashion consumption.

The park is invested by Shanghai Xinghai Fashion Real Estate (Group) Co., Ltd., a subsidiary of Oriental International (Group) Co., Ltd., and constructed and operated by Shanghai Wuling Creative Culture and Art Development Co., Ltd. "It will give full play to its advantages in industry, resources and platforms to help build a new model of urban construction," said Tong Jisheng, secretary of the Party Committee and chairman of Oriental International (Group) Co., Ltd.

According to the plan, the park will integrate single office, street commerce and talent apartments, and achieve the multi goal integration of industrial resource mining, public resource optimization and waterfront space creation. After completion, white-collar workers in the park can come downstairs to meet the green garden and directly connect with the waterfront along the new north-south public channel.

The space that is inclusive, changeable and crisscross reshapes the scale of production, life and ecology, and will also stimulate the full innovation vitality of the park.

In the process of industrial development, many enterprises in the midst also face a common problem - single point technology is often unable to solve the problem of recession in the process of development, while resource integration is time-consuming and laborious, which is difficult to achieve by only one company.

In combination with the task statement of the National Development and Reform Commission and the Ministry of Science and Technology to unveil the 2023 annual comprehensive innovation reform, Baoshan District is exploring the "multi entity and full chain innovation consortium mechanism". Among them, for industries with high degree of agglomeration, we will focus on the leading role of leading enterprises, and promote the formation of innovation ecology such as strong strong alliance and "big" leading "small". For example, relying on Baowu Group's strong ability to link resources and its leading role in tackling key problems in core technology, we will promote the creation of a new metal material innovation consortium led by Baowu Group.

Against this background, the targets of major projects signed in the second quarter of this year are clearer. Among the contracted projects, on the one hand, key projects such as Baosteel Engineering Headquarters were introduced, on the other hand, high-end medical equipment production base projects, high-end CNC machine tools projects, special new materials projects were introduced, so as to continue to expand and strengthen emerging industries and promote the high-end, intelligent and green development of the manufacturing industry.

Regional transformation is inseparable from institutional innovation. Only by strengthening the overall promotion, forming joint efforts, deepening the central local cooperation and docking, and improving the urban coordination mechanism, can we expand the development space with institutional innovation, and promote the transformation and development of Baoshan again. Among the contracted projects, the transformation project of Wusong Gas Plant's main plant area and the 01-03 transformation project of special steel area are typical cases of central local cooperation.

Taking the special steel area 01-03 transformation project to build a super high-rise office building as an example, the Development and Reform Commission of Baoshan District specially assigned window personnel to guide the investment filing, and encouraged project units to implement the credit commitment system. When handling the land procedures, we should allow for the lack of investment project initiation and application for construction of enterprises in advance, greatly reduce the approval time, ensure that the project filing and application for construction are completed within one day, and obtain the land boundary confirmation sheet, successfully realizing "only once".

Efficient approval services have accelerated and empowered the transformation and development of Wusong Innovation City, but institutional innovation goes beyond that.

Wusong Gas Plant, which was planned to be built in 1938, has made great contributions to the production, transmission, distribution and supply of gas in the city. With the accelerated pace of urban development, this plant has been completely shut down and is facing functional transformation. As it is located in the largest industrial heritage conservation neighborhood in the city, the system design needs to balance the protection, renewal, utilization and transformation of the landscape.

After many investigations and discussions, the new look of the old factory gradually came out. According to the plan, the main plant area of Wusong Gas Plant will focus on the new energy industry, introduce new energy enterprise research and development, build research and development laboratories, introduce new research institutes, and accelerate the building of an international first-class energy innovation center.
