The State Council said that in order to strengthen the inclusive financial services for small and micro enterprises, individual businesses and farmers, help them tide over the difficulties, implement fiscal and financial policies linkage, and extend some of the tax preferential policies that have expired to the end of 2023.

Specifically, the above policies include exemption from value-added tax on loans from financial institutions to small and micro enterprises, individual industrial and commercial households, and farmers who pay loans of 1 million yuan or less. Interest income for loans to farmers and loans for 100 thousand yuan and below loans, and premium income for the insurance business of seed aquaculture are included in the income tax payable according to 90%. For the small loan company, the interest income of farmers who are less than 100 thousand yuan or below is exempt from VAT, and 90% is included in the taxable income of enterprise income tax, and the loan loss reserve is calculated according to the loan balance of 1% at the end of the year, and the income tax is deducted before tax.
