The authorities said the measure was aimed at cracking down on unfair competition such as smuggling and commercial invoices. However, Panama believed that the discriminatory tariff measures violated the provisions of the World Trade Organization (WTO) and seriously affected the rights and interests of Colon Free Zone (CFZ) manufacturers. In June 2013, they formally accused Columbia of adopting discriminatory tariff measures against WTO.
