The 2014 leaders summit provided a favorable opportunity for China to change the current situation of Asia Pacific integration and integrate regional integration process.

China proposes to start the Asia Pacific Free Trade Area (FTAAP) process, aiming to solve the risk of economic integration in the Asia Pacific region.

So far, the Asia Pacific economic integration has always been in the minds of people as a vision of APEC. What China has to do today is to change this situation and promote the pformation of the economic integration process from "virtual" to "real" in the Asia Pacific region.

Since the birth of APEC, it is the long-term vision of achieving economic integration in the Asia Pacific region.

The "Seoul declaration" adopted at the third ministerial conference held in November 1991 officially "will promote the free and open trade and investment, deepen regional economic integration, strengthen economic and technological cooperation, improve the business environment, and establish a vibrant, harmonious and win-win Asia Pacific Family" as the objective of APEC action.

Since then, APEC has launched various programmes to achieve this vision.

In 1994, APEC put forward the "Bogor target", that is, developed and developing members realized liberalisation and facilitation of trade and investment in 2010 and 2020 respectively. In 1997, the scheme of "voluntary voluntary liberalization" was launched in 1997. In 2005, APEC4 members signed the "p Pacific Economic Partnership (P4)", which was submitted to the "Asia Pacific Free Trade Area" in 2006. In 2011, the United States pushed the "p Pacific Partnership Agreement" (TPP) to achieve a list of 54 environmental products liberalization.

Although some of the above schemes have ended in the end, APEC members have never given up hope and have been working hard to implement the APEC purpose.

The difference is that there are many difficulties to push forward the integration process in the Asia Pacific region.

The first challenge is the huge difference in the level of economic development of members.

In the Asia Pacific region, there are developed members of the United States, Japan, Singapore and other developed countries whose per capita GDP level is as high as US $40 thousand. There are also developing members such as Papua, New Guinea, Vietnam and Philippines whose per capita GDP level is less than US $5000.

Different GDP per capita imply that members have different interest demands for regional economic integration.

Obviously, a unified integration scheme is difficult to meet the development requirements of different members. Therefore, in the course of APEC development, many trade and investment liberalization schemes ended in abortion. Among them, the famous "Bogor target" was the result of the failure of developed countries to make Bogor's goal a "castle in the air".

In addition, APEC members also have great differences in the non economic areas such as social system and political stability, which bring many obstacles to the implementation of economic integration.

It is also because the single solution is difficult to meet the interests of all members, APEC members gradually began to abandon the "single plan" to promote.

The way of integration is to seek a more realistic solution, that is, the "multi project" path.

After entering twenty-first Century, the Asia Pacific regional cooperation mechanism developed from the 3 cooperation forums and 3 free trade agreements set up at the beginning of APEC to about 25 cooperation mechanisms and 56.

However, "multi plan" also means that the economic integration of Asia and the Pacific is facing the danger of fragmentation and overlap. APEC members have to solve the higher system implementation costs brought by bilateral or multilateral free trade agreements.

China's initiative is based on the following facts:

First, after years of development, APEC members, especially developing members, already have certain economic strength to participate in the process of regional integration, which is one of the biggest changes in APEC25.

Two, in the past 25 years of running in period, APEC members have accumulated certain market opening experience, and members also see that a fragmented regional integration process is not beneficial to all parties. Rebuilding a unified big market is gradually becoming the common voice of members.

Three, APEC has created positive conditions for the promotion of the Asia Pacific Free Trade Area, including the discussions and institutional arrangements of the Asia Pacific Free Trade Zone, which has been 10 years of incubation.
