The two sides jointly work together to crack down on patent infringement in the field of e-commerce and explore and improve the intellectual property rights protection system in the field of e-commerce. At the same time, the first "guiding opinions on patent protection in the field of electronic commerce" officially promulgated by the Intellectual Property Office of Zhejiang province.

It is understood that in this cooperation, Alibaba group and Zhejiang Intellectual Property Office will jointly strengthen the legislation research and practice of patent protection under the electricity supplier environment, explore the establishment of a new patent infringement complaint handling mechanism under the electricity supplier environment, and carry out a special action of patent protection.

The development of e-commerce requires enterprises and the government and society to jointly create a good eco environment for the development of e-commerce, and promote the healthy and orderly development of the electricity supplier industry. It is reported that the focus of this cooperation is to jointly strengthen the legislative research and practice of patent protection in the electricity supplier environment. The agreement also made clear that the two sides should establish a daily contact system and a major case notification system. The two sides should appoint special persons as their daily work contacts and hold regular joint meetings. Alibaba will promptly notify the Intellectual Property Office of the Provincial Intellectual Property Office when it receives major and group cases, and will be coordinated by the Provincial Intellectual Property Office.

At the same time, Zhejiang The Provincial Intellectual Property Research and service center will be fully involved. Alibaba (China) Limited company intellectual property infringement judgment advisory services, to further enhance the ability to protect rights.

"We believe that the signing of this memorandum of cooperation will help to explore new ways for administrative, social intermediaries and enterprises to jointly safeguard their rights. It is hoped that better solutions can be achieved through bilateral cooperation. Electronic Commerce The outstanding problems in the process of patent protection of enterprises will promote the healthy and orderly development of e-commerce industry in our province. Hong Jiqing, director of the Zhejiang Intellectual Property Office, said.

Since 2010, over the past 4 years, Alibaba has joined hands with the Zhejiang Intellectual Property Office to deal with more than 3000 cases of patent infringement complaints which are difficult to decide.

On the basis of the cooperation between the two sides, the Zhejiang Intellectual Property Office has issued the country's first "guiding opinions on patent protection in the field of Electronic Commerce (Trial Implementation)". "Opinion" is not only the improvement and supplement to the existing principles and provisions of patent protection in the field of electronic commerce, but also the responsibilities of all levels of patent management departments and intellectual property rights assistance centers in the field of patent protection in e-commerce. It defines the rights and obligations of trading platform providers and commodity operators, and also specifies the handling procedures of patent infringement disputes in e-commerce platform.

Zhejiang is one of the fastest growing areas of e-commerce in China, with the strongest electricity supplier and the most complete industrial chain. According to the statistics of 2013 Zhejiang e-commerce development report, 85% of China's online retail sales, 70% of cross-border trade and 60% of B2B spanactions are completed on e-commerce platform in Zhejiang. In 2013, Zhejiang achieved an annual income of 80 billion yuan in e-commerce services, an increase of nearly 50% over the same period last year. But behind the prosperity of the market, for a long time, the issue of intellectual property rights in the field of electronic commerce is more and more specialized, and the relevant laws and regulations and policy systems are not perfect.
