The Pakistan Afghanistan Preferential Act Is Still Shelved.

The US government recently said it would work with the United States.

To work together to develop a bill for the establishment of Reconstruction Opportunity Zones (ROZs) on the border between Pakistan and Afghanistan.


The establishment of the ROZs was proposed by former US President Bush in 2006. It was designated as a specific textile and clothing product produced by ROZs District, enjoying the preferential treatment of exemption from pportation and sale to the United States.

The bill has been approved by the US House of Representatives, but it remains to be approved by the US Senate.


In a meeting in early December, senior officials of the United States and Afghanistan agreed to work together to promote the development of private sector development between the two countries and create a legitimate and productive cause for the Afghan people.

The US trade representative said that as part of its efforts to promote the measure, the US government will cooperate with Congress in the formulation of the ROZs bill.

In the meeting, the United States and Afghanistan negotiated the Trade Investment Facilitation Agreement (TIFA), which includes helping Afghanistan pition to a sustainable economy, market entry, and application of the US generalized preferential tax system (General System of Preferences, GSP).

Issues such as promotion of achievements, intellectual property rights and challenges of specific investment industries.


New Silk Road is also discussed. The aim is to build an economic and pport network linking Afghanistan and neighboring countries in South Central Asia to promote prosperity and peace in the country.


The US delegation also visited the Herat city of Herat and visited factories in the industrial park of Sheriff, Mazar-e-Sharif, to produce garments and other products.
