In order to verify the accuracy of information, Li Haijun opened the website of the Ministry of Commerce, and the same news was published on the front page: the European Commission issued a notice on the official communiqu of the European Union, which formally initiated anti-dumping investigations on Chinese leather shoes.

It is clear that such measures in the EU mean blocking the direct contact between Chinese shoes and the EU market and causing domestic shoe manufacturers to export to the EU market.

When the Commission's investigation was conducted according to the established strategy, AOKANG group, the largest private shoe making enterprise in China, did not acquiescence to such unfair trade measures and began to call for fair trade for Chinese shoe companies.


In April 7, 2006, the EU imposed a temporary anti-dumping duty on leather shoes in China and Vietnam for a period of six months. In October 7th, the European Union formally launched a 16.5% year anti-dumping duty on leather shoes originating in China.

In May 18th of the same year, the EU anti-dumping "six party talks" was held in Bishan, Chongqing, China's West shoe capital.

The famous economist, Zhou Shijian, President of China WTO Research Association, Wang Zhentao, chairman and President of AOKANG group, Meng Yuhong, deputy director of the Fair Trade Bureau of the Ministry of Commerce, Zhang Shuhua, executive vice president of the China Leather Association, Meng Si, director of the Commerce Department of the Spanish Embassy in China, Wu Huilian, vice president of the Asian region of Sweden, and her comments on how to deal with EU anti-dumping.

At the meeting, Wang Zhentao, the representative of 100 shoe enterprises, issued the first Chinese protest against the EU footwear antidumping manifesto, the Chongqing declaration, which took the lead in carrying out the anti-dumping protest. The first one showed the firm determination of the Chinese footwear industry to deal with the EU anti-dumping.


Positive protest is only for fairness and dignity.


It is understood that the average export price of AOKANG's leather shoes is over $20, and the price of products exported to the EU is even higher. AOKANG firmly believes that there is absolutely no dumping behavior.

Based on this, Wang Zhentao believes that since there is no dumping and other people have slander themselves, we should express our views and strive for it.


In May 20, 2006, AOKANG group sent plenipotentiary representatives to participate in the "defense group" organized by the Ministry of Commerce and supported by the chamber of Commerce of China Light Industry Crafts Import and export association to the EU to attend the "anti-dumping hearing on shoes products to China" held in Brussels in May 22nd.

At the hearing, AOKANG pledges to protest against unfair EU anti-dumping decisions against Chinese leather shoes.


In June 15th of the same year, Wang Zhentao, President of AOKANG group, was invited by the chairman of the EU footwear Federation, Calvo, as the sole representative of Chinese footwear enterprises to attend the Spanish footwear industry forum held in Spain, and made a keynote speech.

At the meeting, Wang Zhentao delivered a speech entitled "promoting exchanges, cooperation and win win -- creating a new situation for the development of Chinese and western footwear industry". He stressed: Spain and China are big countries of footwear, and have extensive cooperation space.

Cooperation is a win-win game. Although there are risks in cooperation, if we give up cooperation, the risks will be even greater.

So instead of passively waiting for someone to pry the cake, share cake with them.

Then on the 18 day, Wang Zhentao also made a special defense on behalf of Chinese shoe enterprises to the European Union, and his words were very intense.

In September 2, 2006, Wang Zhentao came to an important guest in his office.

Pu Ling Chen explained to Wang Zhentao the legal doubtful points of the EU investigation and the unfair phenomena encountered by Chinese shoe enterprises, and put forward the legal basis for legal proceedings against the European Commission. Finally, they reached a consensus: they filed an anti-dumping lawsuit against the European Commission against the European court.

To a certain extent, the talks changed the history of trade relations between China's leather shoes and the EU.

In October 23rd of the same year, AOKANG group decided to formally hire the first anti-dumping counsel, PL Ling, to file a lawsuit against the first instance court of the European Union, suing the EU Council for the fact that 16.5% of its anti-dumping duties were not in conformity with the relevant laws of the European Union.

Subsequently, 3 enterprises such as Wenzhou Tamar, Guangdong Nanhai golden shoe, Guangdong freshman Hong Kong dollar and Guangdong Wan Bang also announced appeals.

As Chinese shoe companies accelerate the pace of overseas markets, anti-dumping is coming sooner or later.

Now that anti-dumping is coming, though it is very unreasonable, Chinese shoe manufacturers can increase their independent innovation and upgrade their industrial structure.

There is pressure and development. From this point of view, anti-dumping is a good thing. "
