Ministry Of Environmental Protection: Environmental Tax Levy Has Been Basically Considered.

Over the past two years, the first national census of pollution sources has ended. The Ministry of environmental protection, the State Statistics Bureau and the Ministry of agriculture jointly issued the first national Bulletin of pollution sources yesterday.

Zhang Lijun, Vice Minister of environmental protection, said

The first national pollution census bulletin shows that nitrogen oxides emissions from motor vehicles account for 30% of the total emissions and have a great impact on urban air pollution.

In agricultural source pollution, the pollution problem of livestock and poultry breeding industry is more prominent. The chemical oxygen demand, total nitrogen and total phosphorus emissions from livestock and poultry farming account for 96%, 38% and 56% of the agricultural source respectively.

Zhang Lijun said that according to the path of developed countries, when GDP per capita was 8000 US dollars, pollution reached its peak and then began to decline.

Because China is moving differently from the developed countries' economic development path, China probably has a peak at GDP per capita of 3000, and then began to decline.

In 2008, China's gross domestic product exceeded 30 trillion yuan, and the per capita GDP exceeded 3000 yuan.

This means that the situation of environmental pollution in China may have reached its peak.

During the "12th Five-Year" period, the state will continue to implement the total volume control of major pollutants and expand the types of major pollutants.

Zhang Lijun also revealed that the Ministry of finance, the State Administration of Taxation and the Ministry of environmental protection have been studying the issue of environmental taxes. Now, there are some basic considerations.

This census will provide better data support for the study of environmental taxes.
