By the Ministry of agriculture and other eight ministries and commissions, the yuan licensing group and the Longhua group, which awarded the "national key leading enterprises of agricultural industrialization", invested more than 2 million yuan each year for all kinds of feed back agriculture during the "11th Five-Year" period. The leading enterprises made two rebates for the production of high quality cocoons and silkworm farmers for about 500000 yuan, and the purchase price was higher than those of the surrounding counties and cities, thus protecting the enthusiasm of the broad masses of silkworm farmers.
