Recently, China's export clothing has repeatedly become the EU, Canada and the United States recall targets. If this situation continues to develop, some domestic garment export enterprises are facing not only the question of whether they can make profits, but whether they can survive. At present, the financial crisis is still cloudy. We should keep the share of garment exports while avoiding frequent incidents of recall so as to safeguard the dignity of "made in China".


Due to the increasing number of products recalled by countries, the scope of coverage has been expanding and the losses have also been increasing. The recall has aroused widespread concern in the international market, especially in the exporting countries. It is noteworthy that, as a recognized textile country in the world, the recall rate of our export garments is much higher than that of other countries. In April 2010 alone, the EU recalled a total of 17 children's clothing products, 10 Chinese products, 7 recalled plush toys, 4 Chinese products, 2 children's toys and clothes were recalled in China, and Chinese electric blankets were recalled due to fire prone. The occurrence of such cases is not accidental. In the first 5 months of last year, the EU recalled 92 textile and apparel products, with Chinese products occupying 65 places, up 442% compared to the same period last year.


The recall has a negative impact on the export and image of our products. However, we must see that "made in China" has improved significantly in terms of quality and safety in recent years. On this issue, we must clarify the main reason for the recall of export clothing. Problem clothing often fails to meet import country standards in terms of quality and safety performance. But this is only on the surface of the problem. In fact, there is a deeper reason behind the quality or safety problems, that is, there is a lack of information communication between China's export enterprises and importing countries. This problem has evolved through layers, which eventually leads to the current predicament - garment exports are in the "mire" of recall.


Wang Yu, vice president of the China Textiles Import and Export Chamber of Commerce, said in public: "the EU has a series of strict supervision policies for imported textile and clothing products. A trademark is not standardized, and the heavy metal of a button can be the reason for being recalled. China's production enterprises often blindly follow the design provided by the designer, but do not understand the import trade regulations, resulting in the "design" and "production" in line with the regulations, but the phenomenon of "decoupling", making the recall several times.


The author believes that in view of the increasing frictions in China's foreign trade and economic cooperation, our government should actively carry out dialogue and consultation with WTO countries, and actively participate in the formulation of international standards, and strive to bring the clothing names with Chinese characteristics into international standards so as to enhance the market competitiveness of Chinese commodities. Garment export enterprises first need to improve the quality management of enterprises, strictly enforce the inspection of products, monitor the source of raw materials, and reduce the incidence of product quality incidents by human factors. In addition, enterprises should persist in implementing the famous brand strategy, constantly strengthen their sense of innovation, and improve the quality of products.
