According to the requirements of the new EU commodity safety regulation (EU) 2019 / 1020, starting from July 16, 2021 (local time), most of the goods with CE mark need to be the contact person of the EU responsible for their commodity compliance within the EU (except the UK).

If products exported to the EU bear the CE mark, it is necessary to ensure by 16 July 2021:

1. The products with CE mark have the person in charge in the European Union (EU representative);

2. The contact information of the person in charge of the EU shall be pasted on the goods with CE mark, including the name, registered trademark name, correspondence address, email address and telephone number of the person in charge in the EU, which shall be reflected in the commodity, commodity package, package or attached documents;

3. To distinguish manufacturer information from EU representative information, add "manufacturer" and "EU representative" before the corresponding contact information.

If, after July 16, 2021, the manufacturer with the CE mark in the product but unable to provide the information of the EU authorized representative, it will be judged as an illegal act.

The consequences include:

1. Most of the products with CE mark entered the European Union from July 16, 2021, if the package does not have the relevant information of the person in charge of the European Union, it may be detained or returned by the customs;

2. Goods that have entered the EU customs will be detained and destroyed because there is no information about the person in charge of the EU;

3. The goods that have been circulated in the market have the risk of being complained about.

Due to the fact that there are EU importers in traditional foreign trade, it is relatively easy to find qualified economic operators in the EU as authorized representatives. Therefore, the implementation of the new regulations will have a great impact on cross-border e-commerce export enterprises. Please be friends of cross-border e-commerce. Besides paying attention to EU VAT reform in July, we also need to pay attention to this change!

If there are no manufacturers or importers established in the EU for the products of the export enterprises, it is suggested that the exporting enterprises should look for the appropriate authorized representatives (European representatives) in the market. The EU has issued 25 Technical Directives (each for a specific product category). All products bearing CE mark in the EU are subject to this regulation, except for medical devices, civil explosives and some elevator and ropeway devices. Such as toys, electronic products, personal protective equipment, machinery, construction goods, gas equipment, leisure and private boats, pressure vessels and measuring equipment.
