According to the "key points of work", this year, while fully undertaking and implementing the central reform work deployment, our district will focus on promoting reform and innovation in nine key areas, including high-quality development, people's livelihood security, social stability, publicity and culture, Party building, discipline inspection and supervision, and XPCC.

 

Among them, the innovation of high-quality development system and mechanism is the top priority of the comprehensive deepening reform this year, involving innovation driven, market system construction, core area construction, business environment, state-owned assets and state-owned enterprises, agriculture and rural areas, tourism, and ecological security.

 

"Key points of work" clearly states that it is necessary to improve the operation mechanism and function of Urumqi international dry port area, and promote the construction of demonstration project of China Europe train (Urumqi) assembly center. We will implement the integration strategy of the two Koreas and Iran, improve the international border cooperation mechanism between China and Kazakhstan, and accelerate the construction of Horgos cross-border RMB innovative financial business pilot zone. We will promote the construction of key development and opening experimental areas in Tacheng.

 

In recent years, our district has made continuous efforts to optimize the business environment. This year, it is specially proposed to promote local legislation to optimize the business environment. We will deepen the reform of "running once at most" and "sending once as soon as possible", and promote the high-frequency government affairs services that can be handled in different places and across provinces. We will study and formulate implementation opinions on accelerating the orderly sharing of government data, formulate the implementation plan for optimizing the public hotline of government services, implement the project of training private enterprises, and formulate the implementation plan for promoting the reform and development, transformation and upgrading of private enterprises.

 

In the reform of state-owned assets and state-owned enterprises, our district strives to complete more than 70% of the three-year reform tasks by the end of the year. In the fields of energy, chemical industry, transportation, water conservancy, tourism, non-ferrous minerals, modern agriculture, aviation, financial services, etc., we will cultivate Zhuang Da enterprise groups. In the agricultural and rural reform, this year, we will promote the establishment of a unified rural comprehensive property rights trading center in the whole region, promote the establishment of a national cotton and cotton yarn trading center, and explore the development of policy oriented forestry and fruit insurance business. This year, our district will also implement the strategy of invigorating Xinjiang by tourism, and accelerate the construction of Altay ice and snow industry innovation and development demonstration area. In the construction of ecological security system, we will start major projects for the protection and restoration of important ecosystems, and comprehensively implement the forest leader system.

 

In the field of people's livelihood security, this year, we will deepen the reform of the education system and medical system, improve the social security system, and expand the achievements in poverty alleviation. We should speed up the improvement of the security system in which the weak are supported, and improve the policies and measures for providing security for the elderly and educating the young. We should consolidate and expand the achievements of poverty alleviation and effectively link up with rural revitalization, and establish a stable assistance mechanism for rural low-income population.

 

The reporter learned that this year, 10 major reform pilot projects, including high-quality development, tourism, opening to the outside world, state-owned enterprises with state-owned assets, and cultural moistening Xinjiang, have been arranged and deployed in our district, striving to accumulate experience that can be replicated and popularized through active exploration and innovation.
