2018 is the last second years of China's "13th Five-Year", and wind power ushered in the era of "parity Internet". Now wind power has become the cheapest generating power in the world, and it will rewrite history with PV. There are no other energy sources to compete with wind power and photovoltaic power generation. Although the latter is very small, the new scale is ranked first in the world.

On October 11th, Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, premier of the State Council and director of the National Energy Commission, chaired a meeting of the National Energy Commission. At the meeting, Li Keqiang stressed that we should base our national conditions and stages of development, multifold development of energy supply and raise the level of energy security. We will develop renewable energy sources, such as hydropower, wind power and photovoltaic, and raise the consumption level of clean energy.

The reason why China's wind power industry can achieve such a good result is mainly due to continuous policy stability, steady growth in industrial scale, steady breakthrough in technology and business mode, and an orderly solution to outstanding problems.

Steady development of wind power in 2019

Since the promulgation and implementation of the renewable energy law in 2006, especially during the "13th Five-Year" period, China's wind power industry has achieved steady and rapid development, making positive contributions to the adjustment of national energy structure, economic transformation and upgrading, and coping with environmental and climate changes.

Li Chuangjun, deputy director of the new energy and renewable energy division of the state energy administration, said at the meeting that in 2019, China's wind power remained stable.

In the 1-9 month of this year, the additional capacity of the new wind power grid is 13 million 480 thousand kilowatts, of which 1 million 60 thousand kilowatts of offshore wind power and 198 million kilowatts of installed capacity are installed. Over the same period, the national wind power generation reached 289 billion 700 million kwh, an increase of 9% over the same period last year.

While developing steadily, the industrial structure also tends to be reasonable. In the first half of 2019, the capacity of the newly connected power grid accounted for 58.7%, while that of the "Three North" area accounted for only 41.3%. In terms of cumulative installed capacity, the central and southeastern regions accounted for 35.2%, up nearly 3 percentage points from the same period last year, and the industrial layout was further optimized.

Offshore wind power has also been steadily advancing in this process. In 1-9, offshore wind power added capacity to 1 million 60 thousand kilowatts. The industrial development is generally stable and orderly, and it is expected to achieve the goal of accumulative capacity of 5 million kilowatts in 2020.

At the same time, the development of bulk wind power in Southeast China shows great potential. With the implementation of a number of projects, the value of decentralized development in improving the efficiency of wind energy utilization and reducing the cost of social energy is emerging. Decentralized wind power will become a new growth space.

It is worth mentioning that the problem of abandoning the wind is gradually being solved. In 1-9, the total disposable wind power of the country was 12 billion 800 million kwh, and the average abandoning rate was 4.2%, which was significantly improved compared with the same period last year, down 3.5 percentage points from the same period last year, especially in Xinjiang, Gansu and Mengxi.

"After years of efforts, especially the power grid enterprises such as wind power and other new energy trans provincial and regional transmission, power substitution, enhance flexibility and other measures to enhance the capacity of wind power, the problem of abandoned wind has been effectively solved." Li Chuangjun said.

At the same time, the strength of the wind power industry is significantly enhanced, and the degree of internationalization has improved significantly. The number of China's exports of wind turbines has increased from 1 in 2007 to 34 countries and regions in 2018, covering 6 continents of the world.

In the future, the wind power industry will officially enter the era of parity. After 2021, land based wind power will have to achieve the goal of parity. After subsidized, we need to better implement relevant policies to support wind power development, and we need to cooperate actively from all levels, including local governments at all levels and power grid enterprises.

Li Chuangjun said that the first is to optimize the government's services according to the requirements of "discharge service". It includes providing one-stop service to decentralized wind power, setting up a more robust bidding mechanism for distributed generation, and so on. Two is to improve public services. Improve the service quality of power grid enterprises in access and delivery.

The three is to mobilize the enthusiasm of local governments. Through non-aqueous renewable energy development target mechanism, we should guide local governments to better support the development of renewable energy sources such as wind power. Four, in accordance with the requirements of the renewable energy law, we should strengthen the supervision over the implementation of the guarantee purchase policy, reduce all kinds of non technical costs, and create conditions for reducing costs, promoting the achievement of comprehensive parity targets and enhancing the overall competitiveness.

Achieving sustainable and high quality development

In the face of parity, what does its sustainable high quality development need to do?

The executive meeting of the State Council, held in September 26th this year, pointed out that from January 1st next year, the linkage mechanism of coal and electricity prices will be abolished, and the current benchmark electricity price mechanism will be changed to a "market-based mechanism of benchmark price plus floating up and down".

This is an important step in the realization of electricity market transactions. After canceling the electricity price of coal and electricity Internet, the price of coal and electricity will be further reduced. This will be a severe challenge to natural gas power generation, wind power and photovoltaic.

"This involves two questions. How did the past subsidies come after the subsidized projects did not have the benchmark of coal electricity?" Qin Haiyan, Secretary General of the wind energy Specialized Committee of the Renewable Energy Society of China, said: "we are writing a proposal to the Energy Bureau, one of which is that this part of the project is still implemented in accordance with the past benchmark electricity price, or the subsidy is issued by the state."

Another question is whether the newly established parity wind power projects need to follow the fluctuation of the price of coal and electricity. Qin Haiyan said that at least in the period before the electricity reform, there is still a need for a benchmark price of thermal power. "Fixed price is very important to wind energy, and the marginal cost of wind energy is 0." He said, "locking prices will help reduce uncertainty in the financing of loans."

In any case, the era of parity Internet must also come. For enterprises, it is necessary to adapt to the new era.
