Dalian City Carries Out The List Of Responsibilities Of Municipal Government Departments

Dalian municipal government responsibility list compilation work conference was held in the municipal government multi-functional conference hall.

The meeting pointed out that the establishment of responsibility list of municipal government departments is based on the establishment of the power list in the early stage, and further combing, clarifying and defining the corresponding administrative authority according to the requirements of power and responsibility matching and the right to be responsible.

The basis of responsibility, the subject of responsibility and so on shall be listed in the form of a list.

In depth integration with the power list, organize experts and scholars to evaluate and demonstrate the economic cooperation law.

Finally, a complete list of power and responsibilities will be compiled and submitted to the municipal Party committee and municipal government for approval.

The meeting stressed that the implementation of the duty list is of great significance, and all departments must do their job well in accordance with the law on the basis of the power list.

The municipal government's trial and reform office should play a leading role in coordinating and meticulously organizing, and the departments of the municipal government should cooperate vigorously and take the initiative. Through the list of responsibilities, we should push the pformation of functions, decentralization and decentralization to an in-depth level, and speed up the construction of the rule of law, the service government, the innovative government and the clean government.

The "opinion" was deliberated and passed by the municipal government executive meeting on 30 March, and was examined and approved by the Standing Committee of the municipal Party Committee on 7 May.

The "opinion" is divided into 10 parts, a total of 37. It has clearly defined the main objectives of Dalian's opening up to the outside world: the main open economic indicators such as the use of foreign capital, foreign trade and overseas investment in the city have moved forward in the same cities nationwide, and the degree of dependence on foreign trade and capital openness have been further upgraded.

By 2020, the total amount of foreign capital actually utilized amounted to 20 billion US dollars, with an average annual utilization of foreign capital of US $3 billion 300 million; the total export volume of the whole city amounted to US $47 billion, with an average annual growth of 8%; the total investment of China's total foreign investment reached 12 billion US dollars, with an average annual growth rate of 12%.

At the same time, the open areas have been widened, the open areas have been expanding, the quality, efficiency, comprehensive competitive advantages and the contribution to the city's economy have been further improved, and the degree of internationalization of the cities has been greatly improved.

By 2020, capital construction became the most competitive city in Northeast Asia to attract foreign capital, an important international trade center in Northeast Asia, and a center for promoting service outsourcing pactions in Northeast Asia, making Dalian truly a strategic height for opening up and cooperation in Northeast Asia.
