With the advent of the two sessions, the National Federation of industry and Commerce recently put forward proposals to clarify the competent departments of textile and garment industry.

In recent years, China's textile industry has been developing rapidly, forming an industrial system that has been continuously improved from the manufacture of upstream fiber raw materials to clothing, household and industrial end products.

The total output value of textile and garment industry accounts for more than 3% of the national GDP. About 30% of the products are sold to the international market, accounting for about 14% of the total exports of the country, accounting for 30% of the international textile and clothing trade.

The application scope of the product has expanded to many fields such as aviation, aerospace, water conservancy, agriculture, pportation, medical treatment and so on.

The industry absorbs more than 20 million employees, of whom 80% are migrant workers, and nearly 10 million tons of cotton, wool, hemp, and silk natural fibers are digested by agriculture in the year, benefiting 100 million farmers.


However, in the face of such a huge textile and garment industry, in recent years, there has been a lack of a clear business lead unit, and lack of a state department centralized management, showing a multi management phenomenon.

Before the reform of the State Council in 2003, the textile and garment industry was under the jurisdiction of the former National Textile Industry Bureau, and was managed by the former State Economic and Trade Commission.

After the institutional reform of the State Council in 2003, the State Textile Industry Bureau revoked the establishment of the China Textile Industry Association.

But over 80% of the textile and garment industries are non-public enterprises, and the SASAC's centralized management is not reasonable.

At the same time, according to the industry and industry characteristics, the Ministry of industry and information technology has become one of the corresponding business departments in the textile and garment industry.

The Ministry of Commerce's Announcement No. thirtieth of 2003 stipulates that some responsibilities of the former State Economic and Trade Commission should be pferred to the Ministry of Commerce, and the Ministry of Commerce has also become one of the corresponding business departments of the textile and garment industry.

As a result, in 2011, all chambers of Commerce and industry of the Federation of industry and Commerce in accordance with the provisions of the State Council for registration of legal persons, need to consult the competent departments of the business, textile and garment industry has not been clear business authorities, can not really consult relevant opinions.

Therefore, we propose:


To clarify and standardize the competent units in the textile and garment industry, and to change the current situation of the three heads of the Ministry of Commerce, the Ministry of industry and information technology and the Ministry of Commerce, we should clearly define the responsibilities of the industry leaders in the textile service industry as one of the ministries and commissions.
